Who Creates the Source Selection Criteria?
Typically, the Project Manager and/or a Procurements Manager will establish the source selection criteria. Once established, it is handed off to the person responsible for drafting the solicitation. The Source Selection Criteria will be published as part of the solicitation and will be used when evaluating bidders and selecting the winning vendor.
What Are the Inputs?
Inputs to developing the Source Selection Criteria may include the scope management plan, the procurements management plan, experience and expertise of the Project Manager, legal requirements, licensing requirements, feedback from subject matter experts, and feedback from members of the project team.
